For me, going to Lanc Co twice wouldn't be a big deal, since my parents live there, as well as a few of my friends.... so the drive would have multiple purposes (not just LTCF).

That's cool. After you get your Delaware CCDW, you can get a nice one from them. I've seen a PA plastic LTCF. Nice looking. Centre Co. looks like a receipt with "other" info on it.

I'm sorry about the constant questions with all this stuff, I'm still learning most of these laws.

If you get your LTCF from one of the counties, ie. Lancaster. Is it only good in that county, or is it good for the entire state? Also, this isn't the same as a CCDW is it? Is it only good for open carry, and carrying in a vehicle, or do I have that wrong?

It's good for the entire state -- get yours from Centre County... It's the easiest to do by mail. It allows you to conceal in PA. You need a license from ANY state to transport in your vehicle. :)

We were new to all this stuff not to long ago. And we are still learning as well.

Specifically a LTCF (License To Carry a Firearm) applies to only handguns. It is shall issue, or at least it's suppose to be. Some sheriffs seem to take it upon themselves to use their own discretion in issuing and revoking them without looking up the laws. I believe that residents have to go through their own county to get one but out of state can apply with any county.

And open carry is legal, just as it is here in DE. There is a restriction in Philly that you have to have a LTCF to carry openly. Dover is kind of like that in this state. But The biggest difference is that you need a LTCF to carry a loaded handgun a vehicle. Delaware doesn't require a CCDW for carry in a car, it just has to be in plain view.

But a LTCF does allow you to carry a handgun concealed. The CCDW allows us to carry more then just a handgun concealed. Anything that is described as a deadly weapon can be carried concealed including long guns and other stuff like bombs. Although owning bombs is illegal. :roll:

I've been getting worried about Dover and OC, though... The statute says something to the effect of... "carried in a manner prescribed by the license" which may mean concealed. We'd need *real* legal advice on that one.

If I get my out-of-state LTCF, can I carry concealed, or only openly? And if I have my CCDW from De, does that permit me to carry a loaded weapon in the car in PA, without obtaining my out-of-state LTCF?

You know, I'm supposed to go to Police academy sometime soon. I need to piece together the money so I can pay for it and afford to not work during that time. After I'm done that, I'll join somewhere, and I won't have to worry about any of this. Carry anywhere, anytime, anyway I feel like.

No license is needed to open carry in Delaware or PA. Once you have your PA LTCF, you are able to legally conceal in PA.

Not necessarily. It'll allow you to transport your firearm in Pennsylvania -- if you still have it concealed without an LTCF, you'd be violating the law.

Let's be clear on this, with Philly so close it really matters: A LCTF is REQUIRED to carry openly or concealed in Philadelphia. The rest of Pa, however, is open for open carry.
