With the warm weather I am not quite done with open carry for the season. Spent yesterday at various places around Lewes and Rehoboth. I realized that I had left my hat at the Tunnel Center and had to go back to get it, fortunately I was still in the area. I disarm when I go there for treatment but seeing how I was just retrieving my hat my Ruger stayed on my hip. After a few minutes and roaming around the building, with help from a nurse my hat was located. Not a look from anyone that I noticed and nothing was said. All in all, a nice day to be out and about.

I am liking this warm weather. A short trip to Wal-Mart this morning with my 1911 and a handmade holster I made more than 30 years ago.

OK, I should have explained. I am a Correctional Officer so I can carry under LEOSA. While technically an LEO I really do not feel like one because when I am off duty I have no LEO authority.
I just read through this and not sure if you saw the CO who got arrested in NJ for having a CC weapon while involved in a MVA. Unfortunately, CO's don't fall under the HR218 and therefore cannot carry in all states. I'd hate to see another one have issues with the law. Now, if you are a retired PO and maintain your yearly qualification card, you will certainly fall under HR218 and can carry concealed in all states.

I believe the issue with this guy was whether or not PA correctional officers have power to arrest. Title 11 of the DE Code identifies correctional officers as Law Enforcement Officer and that we have the full power of a state police officer while on duty and that includes power to arrest. FWIW I am waiting for the arrival of my Department of Defense LEOSA credentials as a retired Military Policeman. That should resolve any conflicts with other states.

That was another case a few years ago where an off duty correctional officer from NJ shot and killed somebody in Philadelphia and did not face charges.

There are so many questionable parts of HR218 that leave things up to interpretation. The CO issue for instance, since you don't carry a gun on duty and most don't have to qualify yearly, that leaves you subject to interpretation of being LEO or not. There needs to be more specific, widespread identification of who is actually eligible to take advantage of HR218 and who is exempt.
I know allot of CO's, PO's and LEO's who carry everywhere (as they should) but then you see a guy get pinched in NJ and you have to be overly cautious. Are there other CO's who work with you who carry in other states without a CCW and feel confident that they are within the law?

I just learned something, even though you don't carry a gun on duty I'm being told that you do have to qualify every year and do have arrest powers. Looks like there's no issue with De CO's at all. The Pa guys aren't as lucky

The bottom line here, and it fits across all types of carry, KNOW THE LAW, don't make assumptions. This guy learned it the hard way.

Stopped in at the Chicken Man in Milford on Saturday and Sunday. I was approached about O/C'ing both times. On Saturday an older gentleman stopped me in the parking lot and asked if I was an LEO or just a citizen exercising my 2nd amendment rights. I explained to him that technically I am both. On Sunday I was stopped by guy in the store and we had a good conversation exchanging stories about open carrying in the Milford area. He was a part time O/C'er and shared with me an unpleasant run-in he had with a young Milford police officer a couple of years ago.
