I wonder what the gun grabbers take on this is?

I'm sure they think that the parks will be less safe. Guns don't belong in their world unless it's from a position of authoritarianism.

Of course the wild game would like guns kept out of the parks too.

I still can't believe that Harry Reid voted for this Amendment but he absolutely did. Not sure what his ulterior motive is, but be guaranteed he has one.

The effective date for this bill is 9 months from now. The effective date listed in the bill, however, seems to only refer to the credit card bill of rights. Does anyone know whether this 9-month effective date will apply to the Coburn Amendment on Carrying in National Parks? If so, we will all have to wait another few months.

Even if the effective date is 9 months away, how hard would it be to charge someone for carrying within the time the president signs it and the effective date?

Sorry to rain on the parade - This came from Philip Van Cleave - VCDL:

The National Park Carry amendment has passed the House and becomes part of the Credit Card bill!

The bill is headed to the President's desk and should be signed by
Monday. (A Presidential spokesman said today that the President WOULD
sign the bill, even if it had the National Parks Carry provision.)

IMPORTANT NOTE: The National Park carry provision won't become
effective until **9 months** after the President signs the Credit Card
bill. That means it will be effective sometime in February of 2010.

Hopefully the judicial order blocking the current National Park
regulation that allows carry in National Parks will be overturned
soon. That way we can start carrying in National Parks sooner than
February. There is a good possibility that such a thing will happen.


What this means is that if the injunction by the DC judge is overturned, concealed carry will once again be permitted via the original DOI regulation and then nine months from Obama's signature, it becomes law. If the injunction stands, in nine months, the injunction is overruled by Congress, and it becomes law.

So the only way we can carry in National Parks, etc. immediately is if and when the injunction is overturned.......

what makes you think you rained on anyones parade, I have already carried in several national parks last January, the original bill will not be overturned and if its 9 months before we can carry in National parks than so be it. I will carry for human critters not Bears. unless your carrying a 44 cal or larger and you don't hit that bear just right your only going to make the situation worst. for me personally my next trip with be on Bureau of Land Management lands (no permission needed) I open carry on BLM lands anyway and always have. I can wait the 9 months.

I agree with Sprat...you're not raining on anyone's parade. I thought the 9 month wait was going to be the way it went. I just wanted to ask the question to be sure. I was taking the .44 on my backcountry trip, but not so much now. Sprat is also right that there isn't much point taking anything smaller....I'll just end up pissing the bear off anyway.lol. It is what it is and hopefully the law will be allowed to stand as passed.

below is a pasted copy from the credit card law

SEC. 512. PROTECTING AMERICANS FROM VIOLENT CRIME.
(a) CONGRESSIONAL FINDINGS.—Congress finds the following:
(1) The Second Amendment to the Constitution provides
that ‘‘the right of the people to keep and bear Arms, shall
not be infringed’’.
(2) Section 2.4(a)(1) of title 36, Code of Federal Regulations,
provides that ‘‘except as otherwise provided in this section
and parts 7 (special regulations) and 13 (Alaska regulations),
the following are prohibited: (i) Possessing a weapon, trap
or net (ii) Carrying a weapon, trap or net (iii) Using a weapon,
trap or net’’.
H. R. 627—32
(3) Section 27.42 of title 50, Code of Federal Regulations,
provides that, except in special circumstances, citizens of the
United States may not ‘‘possess, use, or transport firearms
on national wildlife refuges’’ of the United States Fish and
Wildlife Service.
(4) The regulations described in paragraphs (2) and (3)
prevent individuals complying with Federal and State laws
from exercising the second amendment rights of the individuals
while at units of—
(A) the National Park System; and
(B) the National Wildlife Refuge System.
(5) The existence of different laws relating to the transportation
and possession of firearms at different units of the
National Park System and the National Wildlife Refuge System
entrapped law-abiding gun owners while at units of the
National Park System and the National Wildlife Refuge System.
(6) Although the Bush administration issued new regulations
relating to the Second Amendment rights of law-abiding
citizens in units of the National Park System and National
Wildlife Refuge System that went into effect on January 9,
2009—
(A) on March 19, 2009, the United States District
Court for the District of Columbia granted a preliminary
injunction with respect to the implementation and enforcement
of the new regulations; and
(B) the new regulations—
(i) are under review by the administration; and
(ii) may be altered.
(7) Congress needs to weigh in on the new regulations
to ensure that unelected bureaucrats and judges cannot again
override the Second Amendment rights of law-abiding citizens
on 83,600,000 acres of National Park System land and
90,790,000 acres of land under the jurisdiction of the United
States Fish and Wildlife Service.
(8) The Federal laws should make it clear that the second
amendment rights of an individual at a unit of the National
Park System or the National Wildlife Refuge System should
not be infringed.
(b) PROTECTING THE RIGHT OF INDIVIDUALS TO BEAR ARMS
IN UNITS OF THE NATIONAL PARK SYSTEM AND THE NATIONAL WILDLIFE
REFUGE SYSTEM.—The Secretary of the Interior shall not
promulgate or enforce any regulation that prohibits an individual
from possessing a firearm including an assembled or functional
firearm in any unit of the National Park System or the National
Wildlife Refuge System if—
(1) the individual is not otherwise prohibited by law from
possessing the firearm; and
(2) the possession of the firearm is in compliance with
the law of the State in which the unit of the National Park
System or the National Wildlife Refuge System is located.
SEC. 513. GAO STUDY AND REPORT ON FLUENCY IN THE ENGLISH
LANGUAGE AND FINANCIAL LITERACY.
(a) STUDY.—The Comptroller General of the United States shall
conduct a study examining—
(1) the relationship between fluency in the English language
and financial literacy; and

(2) the extent, if any, to which individuals whose native
language is a language other than English are impeded in
their conduct of their financial affairs.
(b) REPORT.—Not later than 1 year after the date of enactment
of this Act, the Comptroller General of the United States shall
submit a report to the Committee on Banking, Housing, and Urban
Affairs of the Senate and the Committee on Financial Services
of the House of Representatives that contains a detailed summary
of the findings and conclusions of the study required under subsection
(a).
